Pre-test and post-test control group design was used in this research. This research was aimed to know the effectiveness of skimming and scanning strategies to improve students' reading ability indicated by their competence to comprehend texts and their performance in the speed of reading. There were twelfth steps in implementing of the scanning and skimming technique in teaching reading (1) to read the passage and look at the title (2) to read the introduction or lead-in paragraph (3) to read the first sentence of every paragraph completely (4) to identify main ideas of a certain paragraph (5) to review graphs, tables, and charts to get explicit information (6) to read the final paragraph completely (7) to find a general impression of a text (8) to search for key words (9) to predict the meaning (10) to state the specific information (11) to find out implicit information of a text, and the last steps the researcher asked to students to analyze the organization of a text. During the teaching and learning process, the students were active and enthusiastic. It stated from the mean result scores of the test was 85 and less than 20% of the students got the result below 80. The result of data analysis showed that the implementation of the scanning and skimming technique can improve students' reading ability. The researcher collected the data by documenting, observing and interviewing. The researcher took the third semester students of STKIP Paracendekia NW Sumbawa in academic year 2015/2016 as the subject of the study. This research was a descriptive qualitative research. This research aimed at: (1) to know whether the implementation of the scanning and skimming technique can improve reading ability, (2) to investigate how the scanning and skimming technique in implementing to teaching reading at the third semester students of STKIP Paracendekia NW Sumbawa in academic year 2015/2016.
